China will carry out “triple rate” survey and evaluation of 22 minerals such as copper, aluminum, lead and zinc

Notice of the Ministry of Land and Resources on Carrying out the "Three Rate" Investigation and Evaluation of Important Mineral Resources

Land and Resources (2012) No. 105.

Provinces, autonomous regions, and municipalities, land and resources authorities, China National Petroleum Corporation, China Petroleum & Chemical Corporation, China National Offshore Oil Corporation, China United Coalbed Methane Co., Ltd., Yanchang Petroleum Administration, China Geological Survey, and other affiliates , Ministry of Land and Resources, various departments, relevant industry associations..

To implement the conservation-priority strategy and identify the current status of conservation and comprehensive utilization of important mineral resources in China, in accordance with the “Twelfth Five-year Plan for National Economic and Social Development” and the “Outline for Action for Mineral Exploration and Breakthrough Strategy (2011-2020)”. The Ministry of Land and Resources has decided to carry out surveys and evaluations on the “mining rate, rate of ore dressing, overall utilization rate” (hereinafter referred to as “three rate”) of 22 important minerals such as coal, oil, and natural gas. The relevant matters are hereby notified as follows:

First, the purpose of meaning

The investigation and evaluation of “triple-rate” important minerals in the country is an important investigation of minerals. The purpose is to grasp the “triple-rate” status of major mineral resources in China and the status of technical processes, establish a scientific and rational evaluation system for the development and utilization of mineral resources, and meet the management of mineral resources. The need for protection and rational use. The “three-rate” investigation and evaluation work is an inevitable requirement for fully implementing the scientific concept of development, implementing the conservation-first strategy, enhancing the ability to ensure the protection of mineral resources, and promoting the sustainable development of the economy and society; improving the level of conservation and comprehensive utilization of mineral resources and promoting the adjustment of the mining industry. The objective requirements of the structure and mode of transfer are the basic work for strengthening the supervision of the rational development and utilization of mineral resources and establishing an incentive and restraint mechanism.

Second, the work requirements

(a) Survey and evaluation content. Basically find out coal, petroleum, natural gas, iron, manganese, copper, lead, zinc, bauxite, nickel, tungsten, tin, antimony, molybdenum, rare earth, gold, phosphorus, iron ore, potassium salt, graphite, high aluminum Twenty-two kinds of important minerals such as clay and fluorite, “three-rates”, and technological status quo for selection and comprehensive utilization of technological processes, scientific evaluation of the development and utilization of mineral resources by mining enterprises, establishment of a “three-rate” survey and evaluation database of important national mineral resources, and putting forward rational development Policy advice on the use of mineral resources.

The provincial-level land and resources authorities may, according to local conditions, increase the survey of minerals and survey content.

(b) The progress of work. The “triple-rate” survey and evaluation of important mineral resources in the country were deployed by the Ministry of Land and Resources and implemented step by step. In 2012, the overall work plan preparation and technical training were completed, and provincial and oil and gas companies implemented the program preparation, completed the fieldwork investigation, and submitted preliminary results. In 2013, it carried out evaluation on the rational development and utilization level of mineral resources, completed the acceptance of provincial provincial land and resources authorities and various oil and gas companies, carried out field surveys of key mines, compiled national data, established a national “three-rate” survey and evaluation database, and proposed mining minerals. Resource rational development and utilization evaluation system.

Third, the relevant requirements

(I) Strengthen organization and leadership. The provincial-level land and resources authorities, oil and gas companies, and relevant industry associations (hereinafter referred to as "units") must pay great attention to the "three-rate" investigation and evaluation of important mineral resources, strengthen organization and leadership, establish project offices, and clearly define responsible departments (departments). ) Responsible persons and liaisons, formulate work implementation plans for this unit, provide necessary technical and financial guarantees, and do a good job of organizing and coordinating work in accordance with the unified deployment and requirements of the Ministry, and make careful arrangements to ensure the successful completion of the "triple rate" of important mineral resources. Survey and evaluation work.

All provincial-level land and resources authorities, oil and gas companies, and relevant industry associations shall, before July 30, 2012, take charge of the work implementation plan and responsibility for the “three-rate” survey and evaluation of mineral resources (departments) People and contacts report to the Reserve Department of the Ministry of Land and Resources.

(b) Clear division of tasks. The Reserve Department of the Ministry of Land and Resources is responsible for organizing and coordinating the “three-rate” survey and evaluation work, supervising and inspecting the progress of the work, and being responsible for the results reporting and social release. The China Geological Survey Bureau is responsible for the daily management and specific organization and implementation of the “three-rate” survey and evaluation work. The Institute of Mineral Resources and Comprehensive Utilization of the Chinese Academy of Geological Sciences is responsible for the “three-rate” survey and evaluation technical business support. The provincial-level land and resources authorities are responsible for the investigation and evaluation of non-oil and gas mineral resources within their administrative areas. Each oil and gas company is responsible for the investigation and evaluation of its oil and gas mineral resources. The relevant industry associations are responsible for summarizing the “three-rate” survey data of mineral resources in the industry and conducting evaluation work.

(C) strengthen supervision and inspection and business guidance. The Department of Reserves of the Ministry of Land and Resources shall establish a quarterly progress report system to keep abreast of the work progress and implementation of various units, strengthen supervision and inspection, and ensure the progress of work. The China Geological Survey Bureau needs to strengthen its business guidance, establish a project office and a technical committee, increase the business and technical guidance for all units, and promptly resolve operational and technical issues in the implementation process to ensure the quality of work.

The “Three Rate” Investigation and Evaluation Work Plan for Important Mineral Resources in the Country is hereby printed and distributed to you. Please follow the implementation. For the new situation and new problems encountered in the investigation and evaluation of the “triple rate” of important mineral resources throughout the country, all units are required to report to the Ministry in a timely manner.
