These documents introduced the adoption of the "Three Unifications" policy proposed by the association for the import of recycled plastic pellets. This new regulatory approach aims to streamline and standardize the process of handling such materials.
The official document outlines that primary processed recycled plastic pellets derived from waste plastics must meet specific criteria. These include having a consistent color, uniform particle size and shape, as well as standardized packaging. Additionally, they should comply with the relevant specifications and standards set for plastic materials or products. If these conditions are met, the materials will not be classified as solid waste. However, if during inspection there is suspicion that the material may actually be solid waste, it will be evaluated accordingly based on its nature.
Furthermore, the updated guidelines emphasize that in addition to meeting the "three unifications," the goods must also conform to the relevant standards and specifications for plastic materials or related products. To ensure smooth customs clearance, it is recommended that companies prepare detailed product descriptions. Manufacturers may also be required to provide test reports or inspection forms that verify the physical properties of the goods, ensuring they meet the contractual requirements agreed upon by both parties.
This development marks an important step toward more transparent and regulated import processes for recycled plastic materials. It not only helps reduce uncertainties in trade but also supports the broader goal of promoting sustainable practices in the recycling industry.
