Huanggang City in Hubei Province is rich in granite resources, which once accounted for two-thirds of the total value of stone mineral resources in the province. The stone industry has long been a key sector in the local economy, with the total value of stone mineral resources reaching several billion yuan. In recent years, the city has attracted numerous investors from Fujian and Zhejiang through targeted investment promotion efforts. This has led to increased scientific mining practices and a gradual expansion of the scale of the stone industry.
However, the rapid development has come at a cost. The region's natural landscapes, including the Jinshan and Yinshan mountain ranges, have suffered from nearly a decade of over-mining. Environmental degradation and resource depletion have become pressing concerns, prompting authorities to take action.
On August 1st, an inter-departmental investigation team was formed by the auditing, land, forestry, transportation, environmental protection, and water conservancy departments of Hunchun County, Huanggang City. They conducted a survey of nine stone mining enterprises in the county. These companies were required to voluntarily cease production by July 31, as per the renovation schedule for the Wulinchun stone industry. Although none of the nine companies had expired mining licenses, their future operations remain uncertain. Hunchun hopes this investigation will lead to a mutually acceptable resolution.
Last year, Hunchun County implemented strict measures to close down gravel mines that did not meet the retention criteria, following the principle of "strict rectification, comprehensive law enforcement, overall shutdown, and ensuring compliance." Stone mines with expired licenses or failing to meet remediation standards were also shut down. Those with valid licenses but not yet expired underwent comprehensive rectifications according to laws and regulations. By 2013, all finishing stone mines and processing plants were completely closed.
To promote the efficient use of stone resources, Huanggang City has planned the establishment of stone processing zones such as Macheng Baiguo, Nanhu Lake, Hunchun Zhulin, and Luotian Bailian. New construction and expansion projects outside these designated areas are now frozen. There are currently 20 stone waste recycling plants within these zones, focusing on reusing residual materials and processing stone waste. Since last year, the local land department has stopped accepting new applications for stone mining. Any newly approved mining rights must be approved by the municipal government.
Additionally, key areas such as scenic spots, important water sources, forest parks, national geological parks, basic farmland protection zones, nature reserves, and other sensitive regions have been designated as "no-go zones" for stone mining and processing. As a result, many stone enterprises have been forced to shut down.
To date, Huanggang has shut down 247 stone mining and processing enterprises. The city has completed environmental restoration and treatment for 147 stone processing plants and 98 mines, marking significant progress in balancing economic growth with environmental protection.
