Huanggang City, located in Hubei Province, is abundant in granite resources. At one point, granite production accounted for two-thirds of the total value of stone mineral resources in the province. The economic significance of this industry was once immense, with the total value of stone mineral resources reaching several billion yuan. In recent years, Huanggang has attracted numerous investors from Fujian and Zhejiang through targeted investment promotion efforts. The city has also increased its focus on scientific mining practices, leading to a gradual expansion of the stone industry's scale.
However, the region faces challenges as its natural landscapes—such as Jinshan and Yinshan—are under pressure due to nearly a decade of overdevelopment. This has led to environmental degradation and unsustainable exploitation, making it increasingly difficult to maintain balance between economic growth and ecological protection.
On August 1st, multiple departments in Hunchun County, including auditing, land, forestry, transportation, environmental protection, and water conservancy, formed a joint investigation team to inspect nine stone mining enterprises within the county. These companies were required to voluntarily cease operations by July 31, following the renovation schedule for the Wulinchun stone industry. Although none of the nine companies had expired mining licenses, their ability to resume operations remains uncertain. Hunchun hopes that this survey will lead to a mutually acceptable resolution.
Last year, Hunchun County closed down gravel mines that did not meet retention criteria, following the principle of "strict rectification, comprehensive law enforcement, overall shutdown, and ensuring compliance." Stone mines with expired licenses or those failing to meet remediation standards were also shut down, along with stone processing factories. Mines and processing plants with valid licenses were subjected to comprehensive rectifications according to legal regulations. By 2013, all finishing stone mines and processing plants were completely shut down.
To promote more efficient use of stone resources, Huanggang City plans to establish specialized stone processing zones such as Macheng Baiguo, Nanhu Lake, Hunchun Zhulin, and Luotian Bailian. Approval procedures for new construction or expansion of stone processing enterprises outside these designated areas have been frozen. Within the concentration zones, there are currently 20 stone waste recycling plants that process residual materials and stone waste. Since last year, the local land department has stopped accepting new applications for stone mining. Any new mining rights must be approved at the municipal level.
Additionally, key areas such as scenic spots, important water sources, forest parks, national geological parks, basic farmland protection zones, and nature reserves have been designated as "no-go zones" for stone mining and processing. As a result, many stone enterprises in these areas have been forced to close.
To date, Huanggang has shut down 247 stone mining and processing enterprises. The city has completed environmental restoration and treatment for 147 stone processing plants and 98 mine sites, demonstrating a growing commitment to sustainable development and environmental protection.
