New regulations require video surveillance installation

The Jilin Provincial Government Information Office will formally implement the new security regulations on January 1, 2013. The new regulations stipulate that the installation of public safety video image information systems is prohibited in eight types of places and locations. Violators of the above provisions shall be ordered by the public security organ to be dismantled; if they refuse to be dismantled, they shall be fined between 500 and 1,000 yuan.

Nine types of sites and parts should be installed monitoring

The “Measures” stipulates that public safety video and image information systems shall be constructed at the following sites and sites involved in public safety: 1. The key parts of news organizations such as radio, television stations and newspaper offices; 2. The key parts of telecommunications, postal services and financial institutions; To develop, produce, sell, and store critical parts of dangerous goods units; 4. To provide vital parts of social and public service units for energy facilities, water conservancy facilities, and urban water, electricity, gas, and heat supply; 5. Expressways, national highways, provincial highways , key parts of the streets, underground railways, and light rails of the city; 6. The key parts of important scientific research units, schools, kindergartens, hospitals, tourist attractions, parks, airports, docks (harbors), border crossings, stations, and parking lots; 7 Key parts of large- and medium-sized public transport, such as public transportation vehicles, passenger vehicles, and passenger ships; 8. Major public facilities of cultural stadiums, squares, key cultural relics protection units, museums, archives, exhibition venues, municipal underground passages, and pedestrian streets. Channels and entrances; 9, large and medium-sized commercial outlets, large and medium-sized restaurants The, theaters, entertainment venues, hotels, public Internet access main entrance channel and service business premises.

Eight kinds of places and parts of the security monitoring

The “Measures” stipulates that the following sites and locations are prohibited from installing public safety video and image information systems: 1. Wards of medical institutions such as hospitals, nursing homes, etc. 2. Rooms of hotels, guesthouses of hotels, and private rooms of recreational venues; 3. Collective dormitory rooms; 4. Public dressing rooms, dressing rooms, changing rooms, lounges; 5. Public baths and public toilets; 6. Operating sites that may reveal personal information, such as finance, insurance, and securities institutions; 7. Near election boxes, voting points, etc. Can observe the site expressed by the individual's wishes; 8. Other places and parts involving personal privacy.

Image information storage period is not less than 15 days

The “approach” encourages and supports other units, organizations, and individuals to install public safety video image information systems at permitted locations and locations. Where public safety video image information systems are installed in public places and specified places, obvious signs shall be set. The public safety video and image information system constructed by non-government investment and construction shall be filed with the local county-level public security organs within 30 days from the date of acceptance of the system's completion. Where it is necessary to dismantle the facilities and equipment related to the public safety video and image information system, the dismantling unit shall notify the local public security organ within 7 days prior to the dismantlement.

Public security video and video information is stored for a period of not less than 15 days; the recording of information materials, the acquisition of personnel, the retrieval of time, the use of the information, and the direction of departure are registered. In addition, when consulting, copying or retrieving public safety video surveillance image information materials, the following provisions shall be complied with: 1. No less than 2 staff members; 2. Produced work documents; 3. Approved documents; 4. Performed registration procedures; Compliance with the use and confidentiality system.
