China Business News (Reporter Zhou Jingzhu, Correspondent Zhang Weifeng, Qin Yanli) — Yesterday, the reporter learned from the Provincial Food and Drug Administration that in an effort to enhance the supervision of edible agricultural products' circulation and ensure their quality and safety, the administration has recently issued the "Agricultural Market Access Guidance (Trial)", referred to as the "Guiding Opinions".
The "Guiding Opinions" outlines the basic requirements for operators involved in the sale of edible agricultural products. All products entering the market must meet national, local, and industry standards for food safety. They should be accompanied by a certificate of conformity issued by government departments at or above the county level, or by township governments, village committees, or farmer professional cooperatives. Additionally, they must have inspection and testing reports from nationally accredited institutions. For genetically modified agricultural products, clear labeling and compliance with relevant regulations on the safety of GMOs are required. Products that require quarantine under the law must also carry inspection and quarantine marks and certificates.
The "Guiding Opinions" also emphasize enhanced supervision and the implementation of a delisting mechanism for non-compliant products. If an operator violates the law by selling prohibited items, the supervisory authorities may order them to rectify, halt sales of the same batch, recall sold goods, suspend or ban similar products from entering the market. Furthermore, if a product fails three consecutive sampling inspections from the same origin within the jurisdiction, the corresponding variety from that production area will be banned from entering the market for six months.
According to officials from the Provincial Food and Drug Administration, this is the first such initiative in the country. The introduction of a market access system for edible agricultural products has significantly improved quality control, ensuring that over 95% of major edible agricultural products in the province meet safety standards. This move is expected to strengthen consumer confidence and promote a safer and more transparent agricultural market.
