Abstract According to the National Development and Reform Commission, significant progress has been made this year in promoting energy conservation, emission reduction, and green, low-carbon development across various regions and departments. In the first half of the year, energy consumption per unit of GDP decreased by 3.4%, while emissions of chemical oxygen demand, sulfur dioxide, ammonia nitrogen, and nitrogen oxides continued to decline year-on-year. The commission is set to release the results of the 2012 energy-saving target assessments for provincial governments, with a focus on applying these results effectively. This includes accelerating the elimination of outdated production capacities, strictly controlling new projects, and managing the rapid growth of high-energy-consuming industries.
The National Development and Reform Commission will also enhance macro-level guidance, closely monitor the progress of energy conservation and emission reduction efforts, and implement early warning mechanisms. Regular updates will be published to reflect how different regions are performing against their energy-saving targets.
In terms of environmental pollution control, the focus will be on addressing pressing issues such as air, water, and heavy metal pollution that directly impact public health. In response to severe air pollution, particularly smog, the State Council has introduced ten key measures aimed at reducing pollution through industrial restructuring, cleaner production, enhanced joint prevention and control, improved regulatory standards, and stronger incentives and constraints. These measures emphasize accountability, supervision, and public participation to combat air pollution more effectively.
To tackle smog, the core strategy involves "reducing coal, increasing gas, controlling vehicles, and strengthening regulation." "Reducing coal" means cutting coal use and promoting cleaner coal technologies. "Increasing gas" refers to boosting the supply of clean energy like natural gas and coal-to-methane. "Controlling vehicles" involves phasing out old and high-emission vehicles and improving fuel quality. "Strengthening regulation" entails stricter enforcement against illegal discharges and ensuring compliance with environmental standards.
These comprehensive strategies aim to create a sustainable and healthier environment for future generations.
