This means that China's five-year action plan for energy conservation and emission reduction has entered the sprint phase. Can China achieve the above objectives? The important driving force for governments at all levels to actively implement energy conservation and emission reduction tasks is the government accountability system for energy conservation and emission reduction and the “one-vote veto” system established by the Ministry of Supervision and other departments. He said that in order to achieve the "Eleventh Five-Year" energy-saving emission reduction targets, in the first four years of the "Eleventh Five-Year Plan" (2006-2009), China's structural energy conservation is mainly to eliminate backward production capacity, including the elimination of 60 million kilowatts of small thermal power units. The elimination of backward ironmaking capacity of 87.12 million tons, steelmaking capacity of 60.38 million tons, and cement production capacity of 210 million tons, equivalent to the formation of 110 million tons of standard coal. According to preliminary calculations by relevant state departments, in 2006-2009, the national energy consumption per unit of GDP decreased by 14.38%, energy saving was about 450 million tons of standard coal; chemical oxygen demand emissions decreased by 9.66%, and sulfur dioxide emissions decreased by 13 .14%. This year, China also plans to shut down 10 million kilowatts of small thermal power units, eliminate 25 million tons of backward ironmaking capacity, 6 million tons of steelmaking capacity, and 50 million tons of cement production capacity, which will further save energy savings of 16 million tons of standard coal. Among them, the task of shutting down the small thermal power unit 10 million kilowatts has been completed.

In order to promote the completion of energy conservation and emission reduction, in the first four years of the “Eleventh Five-Year Plan”, the central government and budgetary investment of 128.5 billion yuan will be used for energy conservation and environmental protection projects, and this year will invest 83.3 billion yuan. Xie Zhenhua said that the central government's investment of more than 200 billion yuan only accounts for 10%-15% of the total investment in energy conservation and environmental protection in the country. This shows that China has made great efforts to achieve energy conservation and emission reduction targets.
