The expert team completes the post-assessment task of the Sino-Philippine agricultural technology cooperation project

Entrusted by the Ministry of Commerce, the expert evaluation team composed of Prof. Peng Yankun of the China Agricultural University’s College of Engineering, Prof. An Yufa, Dr. Chen Qianheng and Prof. Li Zichao of the Institute of Management undertook the task of post-evaluation of the Sino-Philippine agricultural technology cooperation project, May 5. On the 13th, he went to the Philippines to conduct post-assessment on the China-Philippines Agricultural Technology Center.

It is reported that this is the first time that the Chinese government has carried out post-assessment work on agricultural aid projects. According to the requirements of the Ministry of Commerce, the purpose of this assessment is to sum up the experience of project activities and provide reference for other Chinese agricultural aid projects, and to provide reference for the implementation of the second phase of the project.

The Sino-Philippine Agricultural Technology Center was established by the Chinese government in March 2003. In June 2003, China dispatched 9 experts to the center to carry out a five-year technical cooperation on the promotion of hybrid rice cultivation techniques and the use of Chinese agricultural machinery technology, and the expiry of June 2008. The total investment of the project is 7.998 million U.S. dollars, of which China's government invests 6,049,500 U.S. dollars and the Philippine government invests 1,948,600 U.S. dollars. In the five years after the establishment of the China-Philippines Agricultural Technology Center, there were more than 12,000 visitors to visit, including the President of the Philippines, Vice President, members of the National Assembly, Governors and Mayors of some provinces and cities, Ministers of Agriculture, Deputy Ministers, and the Ministry of Agriculture. The chief executives of all localities and departments, research scholars and students involving agricultural colleges, research institutes, and academic organizations, representatives of the National Chamber of Commerce and Industry, Philippine Overseas Chinese, multinational and bilateral organizations in the Philippines, Asia, Africa, Europe, Government officials and visiting scholars from more than 20 countries in Australia and Latin America, as well as officials and experts from the Ministry of Commerce, the Ministry of Agriculture, the National People's Congress, and China Central Television. At present, Sino-Philippine Agricultural Technology Center has become a bright spot in bilateral cooperation between China and the Philippines.

After arriving in the Philippines, the expert assessment team first conducted an on-site inspection of the China-Agricultural Technology Center, and then proceeded with the progress of the project, with the staff of the Sino-Philippine Agricultural Technology Cooperation Center, the Filipino farmers, the president of the Central Luzon University of the Philippines, and the Philippines. Director of the Rice Research Institute, Counselor of the Business Office of the Chinese Embassy in the Philippines, and Assistant Minister of Agriculture of the Philippines conducted extensive discussions, combined with the annual report and the interim report of the China-Philippines Agricultural Technology Center, from the design of the project and the priority of agricultural technology demand in the Philippines. Relevance, project objectives and implementation results, impact of project implementation, project management capabilities and their support systems, project sustainability, Sino-Philippines Agricultural Technology Center and related departments relations and cooperation in the evaluation of the project . The final assessment report will be submitted to the Ministry of Commerce in the near future.
