South Africa imposes high anti-dumping duties on fasteners originating in China

According to South African media "BusinessDay" report, South Africa decided to impose high anti-dumping duties on screws originating in China. The anti-dumping measures were seen as an extension of South Africa’s anti-dumping measures against nuts and bolts originating in China. The International Trade Administration Agreement Commission (SAAC) recently completed a preliminary anti-dumping investigation on the full-thread hex head screws (except stainless steel screws) originating in China, and concluded that such imported products caused substantial damage to the relevant local manufacturers in South Africa. It decided to impose an anti-dumping duty of up to 104.5% on it to protect the development of local industries. The anti-dumping was initiated by TheSouthAfricanFastenersManufacturers' Association, which accounts for 80% of the fastener production of members of the Southern African Customs Union (SACU). Set screws are similar to full-threaded bolts and play an important role in industries such as coal mining, construction and agriculture. South Africa imports about 500 tons of set screws per month, which is equivalent to the monthly output of local factories. In July 2011, the South African Fastener Manufacturing Association submitted relevant evidence to Itac against the dumping of Chinese products, including price competition for imported products, low price, local product price suppression, reduced capacity utilization, reduced output, and increased inventory. As well as sales and profit reduction. Rob Pietersma, chairman of the South African Fastener Manufacturers Association, said that he mainly appealed to South Africa's two tightening screw manufacturers, CBCFasteners and TransvaalPress. Pietersma also said that the extra 104.5% tax rate for this temporary expropriation is appropriate as it also protects the local job market. George Geringer, senior manager of PricewaterhouseCoopers and representative of the association, said that Chinese manufacturers responded to the survey but because they provided insufficient evidence; the current temporary anti-dumping duties will continue until the end of the survey. Decide whether the current temporary anti-dumping tax is reasonable. Pietersma also pointed out that this measure is an extension of anti-dumping measures against bolts and nuts originating in China since 1999. In the last anti-dumping measures, South Africa imposed an additional tariff of 55% on Chinese imported bolts and an additional tariff of up to 122% on nuts. In addition, Itac said that the temporary anti-dumping duty has been implemented and will continue until November 2, when the report of the investigation is expected to be completed and the final ruling can be made.
