Implementation plan for special treatment of occupational hazards in key industries in the province

    In order to implement the newly revised "Occupational Occupational Disease Prevention Law of the People's Republic of China" and "Implementation Opinions on Implementing the National Occupational Disease Prevention and Control Plan (2009-2015)" in Hubei Province, we will control the occupational hazards of five key industries (fields) such as gold mining. Based on the "Guidelines on Strengthening the Occupational Health of the State Administration of Safety Supervision" (Safety and Safety Supervision No. [2011] No. 132) and the "Notice of the State Administration of Safety Supervision on Strengthening the Control of Dust Hazard of Gold Mining Enterprises" (Safety Supervision) No. 142, An Jian (2011) and the annual work arrangement, combined with the actual work of prevention and control of occupational hazards in our province, formulate this plan.

First, the guiding ideology

Guided by the concept of scientific development, and based on the newly revised “The People’s Republic of China Occupational Disease Prevention Law” and the five regulations promulgated by the State Administration of Safety Supervision, the company has promoted the prevention of occupational disease hazards in key industries (fields) through outstanding problems. We will effectively implement the main responsibility for the prevention and control of occupational disease hazards, raise the level of prevention and control, standardize occupational health behaviors, and safeguard the legitimate rights and interests of workers. We will achieve the objectives of the "Implementation Opinions for the Implementation of the National Occupational Disease Prevention Plan (2009-2015)" in Hubei Province.

Second, the work objectives

Through the special treatment of occupational disease hazards in five key industries such as gold mining, electronic manufacturing, automobile manufacturing (retrofitting), shipbuilding (retrofitting), and cement manufacturing, the "People's Republic of China Occupational Disease Prevention Law" has been fully implemented to continuously improve the comprehensiveness of enterprises. Prevent and control capabilities, enhance the prevention awareness of enterprises and workers, improve the working environment of the workplace, and achieve the goals set by the “Implementation Opinions for the Implementation of the National Occupational Disease Prevention Plan (2009-2015)” in Hubei Province. After the treatment of occupational diseases in various industries, the following objectives are met:

1. Occupational hazards project reporting rate reached 100%;

2. Occupational hazard detection and evaluation rate in the workplace reached 100%;

3. The daily monitoring rate of occupational hazards in the workplace reached 100%;

4. Workers with labor relations coverage of occupational injury insurance coverage reached 100%;

5. Occupational health hazards in the occupational health workers' occupational health monitoring files have reached 100%;

6. Occupational hazards notification rate and warning sign setting rate in the workplace reached 100%;

7. The training rate of the company's main responsible persons, occupational health management personnel and employees reached 100%;

9. The personal radiation dose staff monitoring rate reached 100%;

10. The qualification rate of major hazards such as dust, poisons and radioactive substances reached over 90%.

Third, time and content

(i) Governance time: From June 1, 2012 to September 31, 2013.

(II) Governance priorities: Occupational hazard factors such as dust and highly toxic substances in five key industries such as gold mining, electronic manufacturing, automobile manufacturing (retrofitting), shipbuilding (reconstruction), and cement manufacturing shall be the focus of treatment. Guidance on occupational disease hazard management (separately issued) will be implemented.

(III) Governance Specific Contents: To supervise and urge enterprises to implement the main responsibility for occupational disease hazard prevention and control, and guide the opinions of occupational disease hazard control guidance in various industries, guide enterprises to find weak links and problems in occupational disease prevention and control work, and seriously manage them. The specific content of governance:

1. Establish, improve and implement the responsibility system for prevention and control of occupational hazards;

2. Set up or designate occupational health management institutions or organizations, and employ full-time or part-time occupational health management personnel to take charge of occupational disease prevention and control;

3. Develop occupational disease prevention plans and implementation plans;

4. Establish, improve and implement occupational health management systems and operational procedures;

5. The main responsible person of the company, occupational health management personnel and the training and education of laborers;

6. Establish and improve emergency rescue plan for occupational hazards;

7. The capital investment required for prevention and control of occupational diseases;

8. Construction of occupational disease prevention facilities and the provision, use, and management of individual labor protection supplies;

9. Set up occupational health management bulletin boards and job posts that generate serious occupational hazards in striking positions. Set warning signs and Chinese warning instructions;

10. Occupational hazards in the workplace are routinely monitored and commissioned by qualified technical service agencies for regular testing, evaluation and disclosure;

11. Exposure to Occupational Disease Hazards Occupational health inspections conducted by employees before, during, and before departure, as well as the establishment and improvement of occupational health records and laborer health surveillance files;

Fourth, the implementation steps

(1) The investigation phase (June 1 to June 31, 2012). In January 2012, after the “Registration Letter of the State Administration of Work Safety on Conducting the Investigation of the Basic Situation of Enterprises with Occupational Disease Hazards in the Special Industry” (Ean Jianfa [2012] No. 1) was issued, most of the regions basically found out 5 key points. Basic conditions of industry enterprises. On the basis of the investigation of the previous stage, all localities must conduct further investigations. When there are changes in the company's bottom line, the company's situation tables and summary tables must be promptly reported to the Provincial Work Safety Supervision Bureau.

(ii) Mobilization deployment phase (July 1, 2012 to July 31, 2012). All localities should formulate governance plans for implementation in accordance with the requirements of the provincial government's governance plan, combine local realities, set up a leading group that takes charge of leading the team leader, defines governance objectives, proposes governance measures, and implements work responsibilities. The cities (prefectures) and counties (cities, districts) shall comprehensively mobilize and deploy on the basis of investigations and investigations, so as to allow enterprises to fully understand the necessity and urgency of the prevention and treatment of occupational disease hazards, and to actively carry out occupational disease hazard management work. The city (state) governance implementation plan will be submitted to the Provincial Work Safety Bureau (including the electronic version) by July 31st.

(C) Training and Education (July 15, 2012 to September 30, 2012). In order to strengthen the awareness of occupational diseases prevention and control of corporate leaders and occupational health management personnel, and define the working methods, steps and requirements for occupational disease hazards, the Provincial Safety Supervision Bureau plans to hold special business training courses (with specific notice at specific times and locations), and to 5 industries in the province. The company's managers and occupational health management personnel conduct special training to lead the work of occupational disease hazards and ensure the effectiveness of governance. All enterprises combined efforts to prevent and control occupational hazards and strive to do a good job of training and educating workers.

(4) Self-examination and self-restructuring phase (October 1, 2012 to May 31, 2013). Before the end of November 2012, on the basis of education and training, the safety supervision departments must supervise and guide the status of occupational hazards for all gold mining, electronic manufacturing, automobile manufacturing (retrofitting), shipbuilding (retrofitting), and cement manufacturing enterprises in the jurisdiction. Appraisal, enterprises that have outstanding problems in the evaluation conclusions are all included in the scope of governance. Enterprises listed in the scope of rectification shall be based on the newly amended Law of the People's Republic of China on Occupational Diseases Prevention and Control and other laws and standards newly revised by the State Administration of Taxation, and contrasted with "Hubei Province's Implementation of National Occupational Disease Prevention and Control Plan (2009-2015) Implementation Opinions, industry standards, and occupational disease hazard control guidelines for various industries, serious self-inspection, self-correction, immediate rectification, immediate rectification, and immediate rectification, reform plans, and reporting to local city (state) level security The supervisory department shall put it on record and rectify it within a time limit. Based on occupational disease prevention and control laws and standards, local governments conducted spot checks and inspections on the governance of five industries in the area under the control of the occupational disease prevention and control work program, and proposed further rectification opinions and follow-up supervision. For serious violations of laws and regulations, administrative penalties are imposed according to law. For serious occupational disease hazards, unqualified rectification, or refusal to rectify, it is necessary to implement the suspension of production, rectification or closure according to law, and impose corresponding administrative penalties.

(6) Summarize the acceptance stage (July 1, 2013 to September 31, 2013). Safety supervision departments of cities (prefectures) have deployed supervisory personnel and 2 to 3 occupational health experts to form an occupational disease hazard control and acceptance working group to carry out random inspection and acceptance of the enterprises within their jurisdictions (acceptance plans will be issued separately). The number of randomly selected enterprises in each industry in a city (prefecture) shall be no less than 5, and all enterprises with less than 5 enterprises shall be accepted. The type and quantity of random enterprises in each county (city, district) shall be determined by the safety supervision departments of each city (prefecture). The status of the company is determined. The municipal, forestry, and county (city, district) safety supervision departments shall conduct inspections and acceptances of all enterprises that are governed by the jurisdiction. The Provincial Work Safety Administration will bring occupational health technical service agencies and hand over some city (prefecture) occupational health supervisors and experts to form 3 to 4 inspection teams to conduct random inspections and inspections on the local governance in the province and occupational diseases in the workplace. If hazardous factors are checked and detected, and occupational health work fails to meet the requirements of governance objectives, administrative punishment shall be imposed according to law.

V. Work requirements

(I) Strengthen organization and leadership. The special treatment of occupational hazards in five key industries is a key task for national and provincial bureaus. (c) Strengthen supervision and law enforcement. The five key industries through the prevention of occupational disease hazards must take the lead in meeting occupational disease prevention and control requirements, with clear objectives and arduous tasks. All localities must earnestly strengthen the organization and leadership of governance work, issue rectification notices to enterprises that have problems, put forward rectification ideas, and rectify within a time limit, and if they fail to complete governance tasks within the prescribed time, they must be punished according to law. Those who fail to complete phased tasks on time shall not be transferred to the next phase of work. For companies that have no hope of governance, the production and rectification should be suspended for rectification. The closure should be brought to the local people's government for closure according to law.

(d) carefully sum up. The five key industries under this governance are the first industries in which the "Implementation of the National Occupational Disease Prevention and Control Plan (2009-2015) Implementing Opinions" has been fully implemented. During the process of governance, it is necessary to pay attention to summarizing experiences and achieve comprehensive prevention and control. Planning goals lay the foundation for demonstration models. The local governance work was reported to the State Administration of Work Safety before October 20, 2013.
