1. If this situation is not changed in time, not only will the “12th Five-Year Plan” energy saving and emission reduction target be difficult to achieve, it will also seriously affect the economic restructuring and the transformation of the economic development mode.

All regions and departments should truly integrate ideas and actions into the decision-making and deployment of the Central Government, earnestly enhance awareness of the overall situation, awareness of the crisis, and awareness of responsibility, establish a green and low-carbon development concept, and further regard energy conservation and emission reduction as a concept of scientific development and accelerate An important tool for transforming the mode of economic development, as an important criterion for testing whether the economy achieves a sound and rapid development, with greater determination, greater efforts, more effective policies and measures, vigorously promoting energy-saving and emission reduction, and accelerating the formation of resource conservation , environmentally friendly production methods and consumption patterns, and enhance sustainable development capabilities.

Third, strictly implement the responsibility of energy-saving emission reduction targets, and further form a government-led, corporate-led, market-driven, the whole society to participate in the promotion of energy-saving emission reduction work pattern.
