Improving the service life of buildings The most important issues facing current building energy conservation: First, the service life of buildings is far less than the actual life span, and the results of energy conservation and emission reduction are greatly reduced, resulting in great waste of resources and energy. The second is the slow progress in the reform of heat metering charges, and it is difficult to retrofit existing buildings. Third, the level of housing industrialization is relatively low, resource consumption is high, and the waste of secondary decoration is staggering. Fourth, the rural building energy-saving work has not yet started. Fifth, energy saving design standards are not perfect. Outstanding problems in the above five aspects have seriously affected the further and orderly progress of building energy conservation in China.

To solve the above problems, vigorously promote energy conservation and emission reduction of buildings, and take the road of sustainable development. During the “Twelfth Five-Year Plan” period, we must establish two concepts, pay attention to two overall plans, and proceed from five aspects.

First of all, we must establish the concept of saving the biggest improvement in the service life of buildings. If the service life of our buildings is doubled, we can save roughly half of the resources and energy for building materials production. The second is to establish the concept of comprehensive consideration of building energy conservation from the planning, design, construction, use, maintenance and demolition of the entire process of reuse and the entire life cycle of the building. After some of the entire houses in developed countries were dismantled, the average recycling rate reached 80%. Most of them became construction waste, and they also occupied a large number of places for landfill.

At the same time pay attention to two co-ordination. The first one is to co-ordinate new construction and existing buildings. The second is to coordinate the construction of urban and rural areas and change the situation of heavy townships and light townships.
